I purchased this photo from an E-bay seller in Des Moines, Iowa, sometime in August of 2007.

This is typical of an Agnew baby pose, with the baby wearing a long, lacy frock. I have seen this garment so many times I suspect it might have been a prop kept in the studio specifically for use with baby photos.
